Нехватка ОЗУ. Премьер треьбователен к этому, Перед работай нужно закрыть избыточное количество вкладок браузера и софта. Должно помочь.

I read your note. I've seen issues like this in past versions of Premiere Pro. Try updating to the current version. Also, see if Premiere Pro Beta might offer a better solution for you, as well. You can also get around the issue by transcoding to an editing codec. Proxies could also work well. Sorry for the frustration. I hope the information helps.
