Remove display board flicer

Is there a way (in Adobe Premier Pro CC 2017) to remove flicker from an LED display board ? To the naked eye it's perfect, but when filmed it comes out like this ...

    Something like this:

    two masks and a title with a slight blur.

    Image has to be perfectly still.

    otherwise you will have to do this is AE.

    Do you have a frame that does show the correct text.

    If so make a still and mask that over the flickering text.

    Sadly no, all frames are like this, there's isn't one that's readable. Nice idea though.

    Not quite the thing I'm looking for, while that will remove screen flicker, it won't bring back the text I'm afraid. Thanks for the help though.

    You may have to do this manually as an effect, creating the numbers by hand.  I mean, if none of the frames contain actual numbers, there's really no way to fix this.

    I would suggest you to try masking. Masking and Tracking in Premiere Pro

    I don't thin k masking is the answer this time round, I don't want to remove the text from the board, I want to make it visible. Thanks for the update though, I will using masking on other projects.
