Removing videoparts without audio

Hi guys, I have a question..
Thanks to corona, my school has switched to online-lectures.

One of my professors speaks very slowly with random breaks in the sentences.

In order to make his lectures endurable, I want to download his videos and remove every part of the video, where he's pausing for no reason.

Is there any way that Premiere can detect parts of a video without sound and delete those?
