Render Output Stuttering

So i'm exporting my video from premiere pro and the output is choppy and stuttering, sometimes speeds up and slows down or freezes frames.

Its a 4k video 16:9 at 60fps

When I render its 100% cpu utilization.

In premiere pro the playback is fine just the render output is so stuttery.

Thanks for the message. I read that your exports are stuttering. Bad news. What happens if you upload the file to Google Drive or YouTube? Is it having trouble playing back there? If so, it could be related to your own computer system. What are its specs? Let us know its CPU/GPU/RAM/HD info so we can provide better advice. I hope we can help!
