Render times slowed with Nvidia 1070 h.264

Intel i7 3930K 3,4Ghz

16gb RAM

SSD Samsung 250GB

Nvidia GeForce Asus ROG Strix 8GB DDR5 OC

Mother Base: Asus Sabertooth X79

I recently switched graphics card and I have an Asus Strix 1070 8Gb DDR5. The Adobe Premiere program detects the cuda and comes on by default. When working with a file with 2k resolution I see that it works the effects of Lumetri in real time and everything okay, the problem comes at the time of rendering since the times seem to me somewhat slow or at least that's what I think.

I have exported a video file with a 2K resolution of 15 minutes and weighed 9GB to upload to Youtube and the process has been the next.

H.264 for yotube 4k:

Settings: 2560x1080, 60fps, PAL, VBR 1 pass, Destination speed and maximum (Mbps): 40/40

Previews box active. Final Size 4Gb

It took 30 minutes and because I did not put the second pass for VBR but, it would have taken more than double. My question is if these times are normal with a card of these characteristics.
