reset to saved layout doesn't work

It hasn’t worked for awhile for me. I’m an “old man” and want my CS5.5 layout that I keep having to remake time and time again because reset layout doesn’t work. 

I'm also having this issue. Just updated to 25.4.1 and intentionally set my workspace layout up again and then saved changes to the workspace. That was yesterday. Today I tried to go to that saved workspace and it's all wrong. PP refuses to let the Project panel exist where I save it, it always gangs to the same group as the Program Monitor. 

On the same front, the workspace will not save the order of columns within the metadata display of the Project panel. Even when I save that and load it, the order is never saved. These little issues really eat away at the professional experience of this platform. I've been having this same problem for years and years and it never gets resolved.
