Rotation & Scale Warping video

This is a problem thats occuring recently -

I am converting landscape videos into Reels (Portraits) and when I rotate & scale the clips, the video is crazy stretched and warped after I render out. It seems to be a problem with Rotation specifically.... as some other videos are only scaled and they render out just fine. This wasn't happening before... Why?

You're not using Proxies are you? So the clips appear fine in your program monitor...but are distorted only after exporting?

They are distorted after rendered, and export the same. To my knowledge, I am not using Proxies but if I was unknowingly, how would this effect / can be solved? Thank you!
