Scale change not animating

I have a still image I am animating and even though I have changed Scale between the 1st 2 sets of keyframes, the image is not animating there.  The 1st screenshot shows the video at its start, with a Scale of 9.  Screenshot 2 shows the video at the next set of keyframes, and there is no change, despite the Scale having been set to 12.  I noticed that the Position keyframe is blue here, the only keyframe that is not white in the video. I also noticed that the frame around the image in the Program Monitor with the handles has changed even though the image hasn't.   I assume both these things may provide clues as to what's happening here.  Screenshot 3 shows the Timeline just after the 2nd set of keyframes, with the image finally "moving."  Any help would be appreciated.  Thanks.

Welcome to the community! As Paul mentioned, such animations generally do not require rendering, but have you tried rendering the sequence (Sequence > Render > In to Out) to check if it's generating the preview? Also, let us know if you have already tried clearing the cache to see if it's working properly.

As Paul mentioned, such animations generally do not require rendering, but have you tried rendering the sequence (Sequence > Render > In to Out) to check if it's generating the preview? Also, let us know if you have already tried clearing the cache to see if it's working properly.

The red line across the top of your Timeline suggests that the sequence may need to be rendered.

That said, a simple scale animation like this usually plays back smoothly on systems that meet Premiere Pro’s minimum requirements. Could you share your system specs? That might help determine if performance is a factor here.

Thank you, @PaulMurphy and @Sumeet Kumar Choubey .  t seems to be working now.  Perhaps it had something to do with the fact that the Scale change was extremely small, and the span also small (duration between 2 sets of keyframes), and possibly I just couldn't see it.  I increased the distance between the sets of keyframes and it's apparent it is working.  Thanks for your feedback, it helped steer me in the right direction.
