Scaling with adjustment layer (and transform effect) is not working as intended

Hi all,

I created a 16x9 video that I'm trying to resize into a 9x16. Because I've used masks, I'm looking to using an adjustment layer to help scale my video so I don't have to redo all the masking. I've slapped on a adjustment layer above all my background clips and put on the transform effect to the layer. When I attempt to scale up, nothing seems to change. I'll attach two photos of the same frame. The first one has scale 100, while the second has 200. Nothing has changed. I would assume I'm doing something wrong, but I can't figure out what's causing this. Any advice?

I figured it out. The adjustment layer is turned off in the pictures, but that wasn't the original issue. The issue was I slapped down the same adjustment layer I created in my 16x9. I had to create a new adjustment layer that was the correct size of the new composition. This fixed the scaling.
