SCC sidecar file export does not maintain the timecode from the timeline.

At somepint between version 22 and 23 I have noticed that what you export out a sidecar SCC caption file either on its own or as part of a media export the timecode on the caption file does not maintain the timecode from the prject.  This has not always been the case. Im on mac OS Sonoma and have upgraded to the most recent versio fo premiere hoping the issue had gone away but it has not.   The file that gets exported maintains the timecode from the timeline but not the caption file.

 

The ony workaround I can find is if I send the proeject to Media Econder and output form there the SCC file has the same timecode as the timeline.

 

Anybody else notice the same issue or could suggest somethign that I may be doing wrong?

I took a look at my notes. I need more info. How different are the times? 608/708 captions?

I'll look at this when I get home. Have you changed the time code of the sequence? Does the first closed caption start at something other than zero?
