Scratchy Video Playback Issue in Premiere Pro Even After GFX Card Change

Hello Adobe Community,
I’ve been facing an issue for the past few days where the video playback in Premiere Pro is scratchy or stuttering. I’ve already tried switching to a new graphics card, but the problem persists.
Here’s what I’ve done so far:
- Changed the GFX card
- Updated Premiere Pro to the latest version
- Cleared cache files
Despite these efforts, the playback remains choppy. Any advice on how to resolve this would be greatly appreciated!
