Scrubbing on Playback

Hi I was wondering if anyone could help me.

Recently my premier pro has started doing this thing where when I press play on the playback it seems to scrub through the video. I though it was an issue with storage at first but once I cleared loads off my computer and made sure there was plenty of space it continued. I downloaded the latest update and it is still the same.

I also thought it was an issue with the footage ( mainly jpeg images) but again no. Even when I render small sections the bar goes green, I click play on the playback and it again starts to scrub through it.

When I say scrub the blue bar begins moving forwards but will jump back a second and then forward again and then back a second, and so on.

I have set all my playback settings to what the blogs say works best but still no use.

If anyone knows of anything that might help please let me know!

" moving forwards but will jump back a second and then forward again " - this is clear indication of audio input issue.  Solution:  go Edit > Preferences > Audio Hardware > Default Input => select "No Input"

Delete the Media Cache and Media Cache files:

If that doesn't work, try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.
from here:
https://helpx.adobe.com/premiere-pro/using/workspaces.html

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver)

If that doesn't work, try creating a new project and import the old one into it.
