Selection tool suddenly started acting dirrently

When selecting any object with the selection tool and moving that object in the timeline it shows two vertical rectangle bars and an arrow down sign between them. It is not working as normal.

That looks totally normal, it indicates that you're about to move the clip and "overwrite" it to the new position. If you click "ctrl" the icon changes to indicate that it's inserting the clip in the new position instead of overwriting.
