Sequence resolution is different from Video Resolution

Hello, I have a problem where my video resolution is 1280x720, however I can't change the resolution without zooming in or out because the file states that the resolution is 2560x1440, which is my sequence resolution. I have had this issue for a while now, could someone please help me?

The Sequence settings show your sequence framesize.

 

The motion numbers are simply showing a location on the screen. A specific pixel location. And they start at the dead center pixel. Note that both are exactly half the framesize?
