Severe Premiere Pro 2023 editing in timeline Lag
Hey all,
I want to start this entry by mentioning that this is the first post I have ever made on this site, so if I am missing any information, I want to apologize in advance. (All computer stats and settings are listed at the bottom of this post).
So recently, I have been running into an issue that has made editing content a lot more tedious and has driven me up a metaphorical wall ever since it happened. This issue started around a month ago, and I have no clue why it happened. I have been using Premiere for about five years on my current desktop to create content for YouTube, and in all that time, I have never encountered an issue like this. This is by far the worst thing I have had to deal with during my time working with Premiere.
The issue appears to be performance-based; playback in the timeline and source monitor is 100% fine, but editing in the timeline can be a literal nightmare at times. Basically, when cutting a clip, stretching a clip, compressing a clip, dragging a clip, moving a clip, adding a clip, deleting a clip, pasting a clip, adding a crossfade or resizing it, there is a good chance I will experience a 3-10 second delay. (This delay also happens when undoing actions too). This, as you can tell, makes editing not enjoyable at all, and working on big projects is frustrating with this issue. The weird thing is that the problem seems to occur randomly, or at least I think it does.
Some attempted fixes I have tried include deleting unused cache, purchasing more RAM, and resetting preferences. However, none of these worked at fixing the issue. Something I did notice is that when I closed out of the project or sequence file, the issue was gone for some time until it came back. (Around 1-2 mins). I have no clue if this is connected to the problem I am facing.

(https://youtu.be/pYTd9J-mesg). (Note: for some reason the audio gets messed up partway thought the video, this is something that I didnt hear when editing, and was caused due to an issue with OBS, good thing is you dont need to listen to the audio anaway).
Issues presented in video:
- Streching (1:43, 15:40, 24:14, 28:26)
- Compressing (9:30, 10:17, 16:16)
- Cutting (2:56)
- Adding (6:26, 12:16)
- Pasteing (8:23)
Something to note is that all of the files I work with are in H.264 format. I recently learned, through researching this issue, that H.264 is something no editor should ever use for editing. However, I've been using this format for five years and haven't encountered any problems with it until now. In the past, I've worked on projects that had six movies imported at the same time, along with a bunch of other video clips, with zero performance problems. So, I don't think this is the cause of the issue I am facing, but I could easily be wrong.
So yeah, I really don't know what else to say. This issue has been a huge pain in my rear, and as someone who creates short mini-documentaries, it's been driving me crazy and extending the time it takes for me to get work done.
I genuinely hope one of you can provide some insights on what I need to do to fix this because I have no clue where to look or what to do.
