shift-drag marquee fails in Premiere CC2017?

System OS X El Capitan with Premiere CC2017, Imac Retina Late 2015.

"Shift-drag marquee" fails - I can't select portions of a clip and can't select at all with the Shift-drag marquee. I tried all possible short cut variations already.

Has anybody witnessed the same problem or has a good suggestion?

    Can you describe what you are trying to do?

    It sounds like you are trying to mark an in and out point the way it is done in FCP-X.
