Shortcuts won't work on my "8" key

I can't seem to use my "8" key for any shortcut. It works on the other programs on my computer but not on Premiere. It's the key on top of the letters, not the one on the number pad on the right.
Also, it's a french keyboard, on a windows PC, it might help solving the issue.

Upon further investigation, it seems like whenever I press the 8 key, it detects that I'm pressing the exclamation point. However, the "8" key isn't the exclamation point on my windows keyboard, as this only applies on Mac keyboards. On windows keyboards, it represents "_".
So it might be the Premiere is detecting my keyboard as a mac keyboard.

But I still need help to find a solution.

1.Adobe Premiere Pro 23.6.2

2.Windows 10 (up to date), and various french PC keyboards.

3.Attribute a shortcut on the "8" key on the numbers row on top of the keyboard, whatever it is, and then try to use it.

4.It's expected to work but it doesn't.
