Simple 5-6 sec long animation from series of TIFF files displayed at 0.02 sec rate

Hi I am trying to do something that used to be very simple and the old Win10 VideoEditor did it very quickly and efficiently with no problems.  Now I cannot find any tool that does this very simple task of animating a short time frame 5-30 seconds simulation animation clip from a series of TIFF image files produced by my dynamic simulation software.

what am I missing with Premier Pro ?   can't seem to make it happen.
