Slip/Side Tool Bug

Steps:

1. Drop 4K clip into 1080p timeline

2. Use "scale to frame size" (I get that this isn't the preferred method but sometimes its easier)

3. Pick Slip tool Y

4. Do Slip Edit

5. Footage scaled down too small in program monitor.

Expected Result: Footage retains correct size regardless of motion settings or "scale to frame" size option.
