As far as I know the Premiere Pro version of Twixtor lacks the spline and object separation tools present in the After Effects version.

Your source material in your linked file is particularly tricky for any optical flow software. You've got complex motion with a detailed background plus a lot of motion on the z-axis (like arms moving toward/away from the camera). All these will make it very difficult to get a great slomo result.

You could try taking shots into After Effects and doing a lot of spline guidance and object separation (with Twixtor) ... but not sure you will ever get a good result without a LOT of work.

try using the built-in speed change in premiere.  If you change the "time interpolation" setting to "optical flow" you can get some truly amazing results.  Usually requires rendering and that rendering can take a while, but worth the effort.

Quick question.  Are you using Time Remapping in Premiere Pro or are you using the 3rd party plug-in Twixtor for Premiere Pro by RE;Vision Effects?
