Slow performances and export out of nowhere

Hello everybody, 
I have been using premiere pro for a long time with no issues at all, and recently switched my GPU, RAM, and Storage, to something better, and since then, i'm experiencing some really weird stuffs with Premiere Pro.

PROBLEMS:
First of all, I have huge lags and freeze inside of premiere, I'm editing some 1080p, 2k footage, with no effects, no layers, nothing, and when i playback, i get some freezes, some delay, or some lags, out of nowhere, the bar above my sequence is always yellow. 
I tried to render in/out, couldn't since they were no effects. 

Secondly, when I try to export, it takes aaaaaaaages. Like a 5min video in 1080p, VBR 2 pass takes something like an hour. 
It almost looks like my PC is not using my GPU. 

What I've Tried:

Uninstalling/Reinstalling GPU Driver; Separating the footage from the drive that Adobe is installed in ; Proxies ; Lowering definition of playback ; Deleting Media Cache ; Putting Adobe in High priority mode and affinity mode with CPU ; 

When I use adobe, my temperatures, my CPU and GPU Usage are Fine, and the usages varies from 30% to 99% for the GPU, and for the CPU around 70/80%. 


My PC SPECS are as Below: 
CPU: Ryzen 5800X / GPU: ASUS TUF RTX 4090 / 64gb Of DDR4 3200mHZ RAM / 2To NVMe M2 SSD / H150i Capellix Watercooling AIO / Asus Rog Strix B550 A Gaming MOBO / 1000W Corsair SFL Power Supply. 
SOFTWARE:
Windows 11 / Premiere Pro 23.5


As you can see, i rather think that my problem is not hardware related since i had a less powerful PC before, and had no issues. 

Note: Previously, Adobe, and the footage, were on a separate SSD, and my OS was running in my main SSD that I don't use anymore. 
Now, I run Adobe on my main NVMe, and the footage is on a separate SSD.

    Thanks for sharing the details. Just to confirm, do you save all your files in your SSD before opening them in Premiere Pro? Is this a Sata or nvme SSD installed internally, or is it an external SSD (I see you've mentioned you have two nvme SSDs, but I still wanted to confirm)?

    Is there any specific reason you're recording your source file in OBS? Screen recordings may not be edit-friendly. I'd recommend transcoding your screen recordings to an edit-friendly codec using Shutter Encoder.

    By having same issues in games, i figured the problem was most likely hardware or OS related. 
    Acually i was right, 
    I was using my GPU with a PCI-E Vertical mount, and uninstalled it, and my performance was back to normal, in premiere, and in games ! 
    So thank you a lot for all of your precious advices anyway.

    Hey,

    Welcome to the community! I understand you must be frustrated since you recently purchased new hardware, and the performance isn't what you expected. We'll try to address the points you've mentioned in your post one at a time. I have moved this post to the discussions section for troubleshooting purposes.

     

    It would help if we could get some clarity on the type of source files you're working with. Are you editing 2k as well as HD files? Please share your source file properties (Project Panel > Right-click on source file > Properties) and Sequence settings (Sequence > Sequence Settings). This will give us a better idea of what you're working with.

     

    VBR 2 pass is not hardware accelerated. Could you switch to VBR 1 pass (make sure Hardware Acceleration is selected in the performance field of your export settings) and let us know if you see any difference?

    Hi Ishan, 
    Thank you for your response. 

    I'm working with HD Files (1920x1080) shot with my Canon Eos RP, I transfered those files to my SSD, and I import them directly into adobe premiere pro. Sometimes I upload some files shot with the canon EOS RP, linked via USB to my PC, and I record the files with OBS, as the one below wich has such propreties: 

    But I do have some files (Mostly, my talking heads) that have those settings: 

    Usually, my sequence settings is 1920x1080 or 1080x1920 when I edit Vertical content. 
    And the other settings are, as below (see my screenshot) 
    I switched to VBR 1 pass for the export, and the render is much faster, thank you a lot ! 
    However, i'm still experiencing some issues with playback lag, and freezes.
