Small 'foot' in front of playhead - What is it?

Hello - searched for an answer but no luck.  There's a small 'foot' in front of the playhead 

that is preventing the center of it to move over the out point.  Same thing happens with

markers.  See screen shot.  Please advise.  Thank you!

If you move the playhead to the outpoint, the playhead is moved to the last frame of the clip. The indicator is showing that it is parked on the complete last frame of the clip:

The first frame of the next clip is the frame right after the outpoint of the previous clip, again - at that zoom setting the playhead indicates the entire frame:

You have zoomed in on the Time Ruler so far that the playhead is showing the duration of the frame that is placed on. It starts where the Playhead is and extends to the right.

Thanks MtD - I checked and now understand the zoom affect but shouldn't the center of the playhead stop at the in/out point and

not a frame before it anyway?  Thanks again.
