If you are having very high GPU Usage like maxing out even without doing anything then it could be AI features that came after 25.2 Update and you having old GPUs which doesn't have AI capability. So, simply go to Edit > Preferences > Media Analysis & Transcription > Visual Analysis (TURN OFF 'Analyze all imported media to visually search your projects'). I literally ignored all updates since 25.2 because of this turned ON. I think Adobe should turn this ON by default only to GPUs by detecting if they are capable of AI.

OMG thank you!!!! I have been struggling with this issue for days and trying everything to solve it. My GPU 3d render and RAM was maxxing out when simply loading a project, making it unusable. I tried SO many things. Reinstalled / updated / rolled back both premiere and graphic drivers. Made all media offline then relinked one file at a time. I spent forever troubleshooting this and reading forums, then i finally found this post and tried it and IT WORKED!! C'mon Adobe! Thank you Gaurav!
