Sometimes the curve cursor does not turns into pen

When I hover over the graph it ignores sometimes and doesnt become a pen so I can create points. What is causing this behaviour? Bug? Would't it be more efficient if it would be CTRL+click instead of hovering and waiting to become a pen.
