No it doesn't. You can find royalty free music and SFX if you search google.

That's a big subject ( fx vs. music should be separate inquiry cause different factors come into using them royalty free ).

There's a lot of junk out there people try to sell... so it pays to ask friends, fellow employees, and others what they do ( like you did here ).

audition is a sound program adobe makes and I would post this mssg there for sound related stuff...as maybe someone uses audition to actually edit real products for distribution.

I won't bore you with what I use cause you'll find your own path to material sources, but I'll share a talk I had the other day with a young man who works in a local business I use in my little town.

This young person is going to college and is editing as part of his curriculum. He is currently editing sound for 3 short films to be sent ( when done ) to film festivals.

I asked him a bit about what he's doing.

Q: what are you using for sound edit ?

A: Pro tools

Q: are you getting slated clips and wild sound and room tone or what ?

A: already sync'd, no slates in clips, that's done already. I'm doing the FX and post mixing.

Q: where do you get that source stuff ?

A: the internet with school system has a database of sound FX stuff, and we also have local plug ins and local drive FX we tap into.

Doing a search for pro tools sound fx gives you some options.

Since you are working for a client that is a 'State' institution, and IF your State has a college system ( teaching stuff like 'communications', 'film and TV production' , etc... you may be able to get that source material from the local govt. for free.

good luck.

I have a lot of mp3 stuff that I put into audition, edit what I want to use out of the FX, save it AS a wav 48k 24 bit file, and stick that into my source folder of sound edit for the specific project I'm working on.... Don't edit mp3 in timeline... use wav.
