SRT Captions Not Displaying Properly - Work Fine In VLC

Heyo,

So having some issues with an SRT that was sent out to Rev to complete, so this was a file provided for and not something I'm doing by hand. When selecting the SRT as a caption file in VLC the captions line up perfect and play perfect for the entire piece. When dropping this same file into Premiere, I have to modify the caption so it's the correct framerate and resolution but it still won't line up properly and I'm getting some strange issues with the text where it's showing the timecode and caption number.

I've attached two images below, one of VLC and one of Premiere.

I've tried using Compressor, converting the SRT to SCC, and embedding it in a test export but the same issue arises. Is this something I just need to fix manually? Or am I missing something here?
