Start/End on dip to black/white transitions is missing?

In Adobe Premiere CC version 12.1.1 on my Macbook something is missing in the effects panel. Like when I choose dip to black I'm supposed to be able to choose start/end on the effect but that is no longer visible in the effects panel. Is this a bug or a "new feature"? It is still available on the transition "Film Dissolve" for some reason.

    In 12.1, the Dip to Black and Dip to White transitions were redesigned to add Save Preset functionality. Unfortunately, this came at the cost of losing Start/End functionality.
