Sticky and jumpy playhead

Hey all,

I've been having a recurring problem in the timeline for several months now. Essentially, when I'm clicking on the timeline to move the playhead, sometimes it will jump to the beginning of the sequence or another random time entirely. Also, the playhead will sometimes "stick" to the cursor after the click. Even when I release the mouse click, it will still follow the cursor as if I haven't depressed the click, giving me final cut pro vibes. Has anyone else had this problem?

I'm on an M1 Max Macbook Pro, fully up-to-date MacOS and Adobe Premiere software.
