Sticky timeline scrubbing

When moving or zooming through my timeline while using the TouchPad on my MacBook pro it is very sticky and not fluid at all.  I'll place two fingers on my TouchPad while hovering over the timeline to move it further down the edit and it barely moves, almost like it gets to the new clip and stops there. It use to move back and fourth, zoom in and out like butter. It's slowing down my workflow so much. All I can find online are issues with playback but that's not the issue. My TouchPad works perfect everywhere else and I've already tried reinstalling premiere. HELP!
