Still no answers on my issue

So it's been over a week since I posted on my issues with PP, ME, and AE. After the updates were done to 23.4 on PP, my PP, AE and ME will not open. Crashes everytime never getting to the main screen. I can install 23.3 and PP will open BUT now my video is jittery. It's def not my system as I have Media Composer on the machine for a client, and that program runs normal. I need some answers or tips on where to look. I have done all the preset removals. I have uninstalled and reinstalled Creative cloud and all my apps several times. Photoshop, Audition and Lightroom work fine. I am on Windows 10 Pro. Running the following in the desktop:

NVIDIA GeForce RTX 3060 (Studio Driver 535.98)

Intel(R)Xeon(R) CPU E5-2630 v2 @ 2.60GHz

128 GB Ram
