Still on 12.1.2. How do I update to Premiere Pro (13.1)?

I really like some of the new features however after upgrading to ver. 13.1, Im still not seeing them.  (i havn't checked them all).  Free form view in project management, rulers and guidelines and the new features in the essential graphics panel are not there.  I tried using  a mew project but that did.t work either.

    Doing a little more digging,  Im showing the newest ver I can install is ver 13.0.2.  Do I need to re-install the CC app or just premier pro? Again thanks for your help.

    For rulers and guides, make sure the Porgram Mon is in focus and then go to View menu > Show Rulers. Drag new guides from there.
    Do you see the View menu at all? (it's right between the Graphics and Windows menu at the top of the app). If not, please go to Help menu > About PrPro (or, on mac, PrPro menu > About PrPro ) and send us a screenshot of the about box, which includes your version info. Thanks.

    Thanks for the response.  In the about window, it says I have ver 12.1 kentos.  Now idea why as I regularly update as they become available through the cc app.  Im thinking I may need to uninstall and reinstall.
