Still won't maintain workspace settings.

It's been a year and a half since I last posted about this, and I see that others experience the same issue. I have a dual monitor setup, and I have placed my Project Panel over on the left monitor. I've saved this as a custom Workspace. Sometimes when I open a project the Project Panel will still be in the left monitor, but invariably it will be back on the right monitor, requiring me to drag it back to the left and resize it every time I open a project. Minor issue, I know, but having to do this several times a day gets real old. Has anyone figured out a way to force the custom Workspace to hold it's settings?

Thanks Ann, but I've tried that several times and it never worked, and frankly, having to recreate my custom Workspaces each time I've tried it was far more work than simply moving the Project Panel to the left at each project start.

My issue isn't even in the list of problems that this solution corrects. My issue is intermitttent. I can open a project, drag the Project Panel to the left monitor, save the workspace then close the project. Then open another project which was using that custom Workspace and actually has the Project Panel in the left monitor, then close the project. Then...open the first project again and the Project Panel will be back in the right monitor...sometimes. Sometimes it will still be in the left monitor as last saved.

I have  'Import Workspaces from project' turned off. I've trashed Preferences many, many times. 
Also, I run Premiere on 3 different machines, and this occurs on each.
