Strip around the edge

Both are mp4 videos. Green pixel is 1280x720 & red pixel is 720x1280. One is with strip & other one is without strip. How to get rid of strip around the edge in green one?

You asked this before and the answer is no you cannot change this. Its a windows feature.

If you want it to edit the screenshot in Premiere: use the crop effect.

if it is Windows feature why red color mp4 is without strip?
