Stuttering 4k Video

Hello, I've just recently started working with 4k video on an older Mac Pro, and even though I'm working with a 1/16 proxy, I still can't manage to get smooth video playback. Once I export the videos play fine, but I can't work when the source footage is choppy or freezes as it currently does.

I currently have OS X El Capitan Version 10.11.6, I have a Mac Pro (Mid 2012)

Processor: 2 x 2.4 GHz 6-Core Intel Xeon

Memory: 28 GB 1333 MHz DDR3 ECC

Graphics ATI Radeon HD 5770 1024 MB

Do you think more RAM would fix the issue?

    Something is not right. These proxies should be playing easily on your system.

    Do they play without stuttering if you load the proxy clip to the Source monitor?

    Are you confident you are editing in the Proxy Mode?

    Can you post what the properties of the proxy files are?
