stuttering audio after upgrading to a better pc (noob)

hi everyone, i recently started using premiere pro as i wanted to start a youtube channel. things were going well and i was learning great how to use it.however trying to use video stabilisation with a crappy old athlon x4 was taking hours for a 20 second clip. so i finally took the plunge and upgraded to a lenovo thinkstation with double the ram at 16gb double the threads at 8 with a xeon w3550 (soon to be upgraded to the w3680 6 core 12 thread) and an amd fire pro 1gb w3900 or something.

 

anyway before the upgrade my audio and video were fine. however since then my audio is all choppy and stuttery the video is flawless smooth. ive tried adjusting every setting i can think of or find of online (latency,audio quality,input and output) all to no avail! 

 

i was really hoping someone could jump on team viewer and take a look for me and see what simple fix this idiot is missing.

    De La Hunty Jordan,

    Typically, this has to do with Audio Hardware preferences. Make sure those are set correctly. BTW, your system doesn't appear to meet the minimum system requirements. You can't expect great performance if you don't meet those requirements.

    im well aware it doesnt meet the minimum requirements however i have doubled my performance in comparison to my last pc so im absolutely certain this is not the issue as i did not have the issue before. im only editing in 1080p im able to run full res in preview no issues i scaled it back to 1/4 and still same issue with audio.i know plenty of people who run below the min specs as not everyone edits 4k with every effect on and not everyone can afford a 6th gen i7 system. i have tried every setting possible and still no avail! tried changing the video clip format still having the issue. also seems when i google the issue its always people having the actual video and audio stutter due to low performance... this is not my issue its the audio only.
