Stuttering In Program Monitor When Dragging Something

Whenever I drag something from the Source Monitor directly, instead of the Effect Controls, and the blue dots for tracing show up, The item stutters. I am using the ProRes Proxy, and with or without it, the result is the same.

Mind you this only started happening in the past 4d and it was butter smooth before, following are my specs:
GTX 4080SUPER
R7 7800X3D
64Gb RAM DDR5
Allocated RAM For Pr > 53Gb
