sub clip automatic time remapping

Is anyone else having the issue where if you do a three point edit from a subclip into the timeline, it automaticlly time remaps the clip to fit the hole?  It isn't doing this with regualar clips, just subclips.  You go into the effect controls,  a time remap effect is applied but it says 100%.  You remove the effect and it stretchs the duration to it's normal length and ignores the outpoint
