Super smooth 60fps render settings?

've been working on a huge Vlog that shows a cross country trip I took and I have a lot of GoPro footage at 2.7k 60FPS. The videos alone have that unmistakable smoothness that comes with 60FPS video but after I render down a collection of them, the film looks choppy and loses that smoothness.

I'm rendering at maximum depth 59.4 FPS 10 target bitrate and 12 max with VBR 2 passes NOT using previews

What can I do to fix the render?
