Synchronizing the Seuqence Timeline and the Effects TImeline

I admit I am relatively new to Premiere Pro, and I am having trouble believing I am asking this question: As I move through the sequence timeline applying effects, how to I make the effects timeline move to the same timestamp? Is there no way to automatically position the two so that navigating in one moves the other to the corresponding location?

Selection follows playhead will do that but make sure you have your tracks targeted correctly.

You can also use arrow up/down.

I'm puzzled as the ECP in my work typically shows the selected clip. So if I want to see what effects have been used, I just hit the right-arrow for next clip, and the sequence & ECP always show the same clip.

If you'd like to have the full Time Ruler in the Effect Controls rather than just the time range of the Clip, click on the Effect Controls pop-up menu and uncheck "Pin to Clip".

Thanks for trying, but neither of these suggestions gives me what I want. "Selection Follows Playhead" has been ON since I began working with Premiere Pro, and I did not see any changes with "Pin to Clip" turned on or off.

With Pin to Clip disabled we can scrub to anywhere in the Timeline using the Time Ruler in the Effect Contols panel.  It's very different.

 

Click and drag.

Check the option from the Sequence menu: Selection Follows Playhead. If it's not on, check that, and see if it gives you what you are looking for.
