Terrible performance on Program Monitor after 24.1

Basically, since Premiere 24.1, moving or scaling any footage around is laggy and terrible.

Using the values number in Effects Control is a bit better but still not as great as 24.0 or even 2023.

The footage I’m currently using is H264 but this is happening also with ProRes 422 footage (tried both as proxies and importing the ProRes directly into the timeline) and also with just text and shapes created inside Premiere itself.

Specs: Windows 11 23H2, i5-13600KF, 32GB RAM, RX6600, all footage is on a Samsung P7 Shield SSD

Does anybody else have this issue and managed to solve it? Someone suggested to set the mouse polling rate but this didn’t seem to change anything.
