Text layers not showing in program monitor

What is the resolution of your footage? What is the resolution of your file?

Try taking a clip and making a sequence of it (drag onto make sequence icon in bin tool bar) then apply the effect you are using.

I have run into the problem where the effect is off screen because of difference of scaling.

I can't tell what your screenshot demonstrates.

Create a new sequence. Use the Text tool and type something on screen. (As you say, you won't see it on the screen.) Select the text block in the timeline with the Properties panel and Effect Controls open. Post a screenshot.

What version of PR are you running? What is your operating system?
