Text to Speech to Create Captions (not speech to text) Capability?

I have a script created in Excel with start and end time column values that should be compatible with Premiere (e.g., 00;00;12;24), and a column with the corresponding verbiage text for each segment. Is there any way to have this loaded into Premiere to create an artificial voiceover at those in and out points without using a mike, and then create captions from a transcript of it?
