The effects don't work for me in Premiere Pro

Hello, I want to make a video and I'm trying to add certain effects, such as: blur or countdown, but it doesn't work for me. I watch 1-minute videos on YouTube to learn how to do it, it's super simple, I do it 100% correctly, but in my video the effects are not added, do you have any idea why?

You are adding effects on a transparent video layer.

 

Please apply your effect to an actual video clip and let us know if this works.
