The footage and the captions created by Premiere look blurry when the video are playing

As you can see, when the video is not playing, the quality of the video looks fine. But once I play them, the video and the captions are super blurry. The captions are created by Premiere.

 

I suspect this is the setting of my sequence again. Does anyone know how to adjust it? Thanks ahead!

Yes, it's full.

 

After I exported it, the subtitles look blurry as the video plays. I suspect it's the setting of my sequence, and I am wondering where to adjust.
