"The importer reported a generic error" on Final Cut Pro xml import

Hello-

I'm trying to import a Final Cut 7 project into PPro by exporting a FCP xml file. I am starting with an empty PPro project.

Almost immediately after the import starts, I get the "File Import Failure" dialog box that reports "The importer reported a generic error". The import fails, nothing is imported, the PPro project remains empty. No FCP Translation report is generated.

I have tried breaking up the FCP project into smaller chunks (just bins of footage, just bins of still images, just sequences) and importing just those smaller chunks, but I get the same result.

Does PPro emit any diagnostics that can help me narrow down which part of this import is failing?

I've done a cursory check of Console output but did not find anything relevant.

I'm using Premiere Pro 11.0.2(47) on macOS 10.11.6. Thanks in advance!

I have been having the same issue but only with files that have special characters (i.e. & or a comma). It appears that the file itself is fine (it's 2 mb).
