The "missing media for these clips" tab WON'T SHOW UP!

One of my medias is offline, it's what i expected and I know how to fix it BUT... the tab that would let me locate the media will not open. It blocks the screen as it normally would if there's a warning tab open in premiere but there is nothing I could click, nothing. It "unblocks" the screen after pressing escape. I cannot relocate my files because of this!
