The secondary monitor cannot display

Premiere will not work correctly if part of it 'bleeds' onto another screen. So what you're trying to do simply will not work.

Create a separate panel group on the other screen, and add panels of Premiere to that panel group. Save as a custom workspace. I have nine custom workspaces, to do a variety of tasks more efficiently across my four monitors.
