The shortcuts panel does not open/work

Hello, following the system change, Win 10 to Win 11
After reinstalling Adobe Premiere Pro 2022,
When I want to open the "Keyboard Shortcuts" panel either by key combination or by direct typing, the window/panel no longer opens.
If anyone can help me, thank you.

I solved it, I took someone's advice

File + Sync Settings + Clear Settings

after restarting the program, everything went perfectly!
