The video does not automatically fit according to the sequence settings

When I place a 4K video into a 1080x1920 project sequence, it doesn't automatically fit the video into the sequence. Instead, the scale value becomes 100. I have to manually fit %50 the video using the properties section. Why doesn't it automatically fit the video into the sequence when I place it?

Make sure that Default Media Scaling is set to Fit to Frame in Preferences > Media.

 

When i first tested now it nothing happened but seems to work when i closed Pr and then re-launched it. Note that clips you already has placed on the timeline won´t change automagically, it will only work with clips you place on the timeline from now.

It's been set this way for a long time, actually. I've opened and closed it many times and tried, but even though it's set to “Fit to Frame in Preferences > Media,” as you said, it still uploads videos at 100% and doesn't adjust.

As a test, does it work if you create a brand new project and then import a 4K clip and adding it to a 1080 timeline?

 

UPDATE:

It seems like that feature is more or less broken in 25.6.3. I got it to work when i first answered you but now some hours later it fails in an existing project and in a brand new project. I will continue to use the shortcut i have for Fit to frame in the Keyboard Shortcuts. This one works every time.
