Time Remapping is unavailable

Time Remapping is unavailable for all clips. Under the Effects Controls, it's greyed out. If I right click my mouse on the clips FX icon I can select it, but nothing happens. The only way I can adjust the speed is if I change the speed duration which effects the entire clip. Does anyone out there have any thoughts?
